No matter what reason players want to amp up Garen's damage, his kit certainly makes it viable. This is an effective carry build for Garen, but there are some circumstances in which players may realize they need him to pack a bit more punch, whether because the team as a whole doesn't end up having much damage, or because the match relies on an early win that has to take place before a tanky/bruiser Garen would reach his potential.
